This award, established by the Ministry of Employment and Labor in 2012, annually recognizes outstanding local governments by comprehensively evaluating the previous year's job policy performance across the nation. With this achievement, Gwangmyeong City has won the Excellence Award for two consecutive years.

The 'Public Disclosure category,' in which the city was recognized, evaluates actual performance against publicly announced employment targets. Major evaluation indicators include the employment rate, the growth rate of key employment indicators such as the number of employed persons, the effectiveness of job policies, the outcomes and case studies of core projects, and efforts to improve job quality.

Last year, the city created 15,898 jobs, achieving 112.9% of its target of 14,081 jobs. The employment rate and female employment rate, initially targeted at 68.0% and 58.2% respectively, reached 68.9% and 59.2%, both surpassing the original goals.

During this period, the number of regular workers in the city increased by 2,600 and the number of employment insurance subscribers rose by 3,269, resulting in record-high employment indicators overall, according to the city.

The city explained that its focus on sustainability, the consistent creation of high-quality jobs that citizens can feel, and the continued development of a future-oriented new industry ecosystem led to performance that exceeded its targets.

In particular, the city established new institutions tailored to each group: 'Cheongchun Gotgan' for youth, 'Insaeng Plus Center' for middle-aged citizens, and a Vocational Transition Center for people with developmental disabilities, thereby strengthening customized employment support for each demographic. For small business owners and SMEs, the city implemented a variety of tailored growth support initiatives, including the operation of a youth support team, revitalization of local commercial districts, digitalization of traditional markets, ESG management consulting, support for participation in overseas exhibitions, and expansion of special guarantee programs.

Additionally, the city established sustainable job models through initiatives such as fostering ESG startups, supporting upcycling and eco-design startups, and launching citizen cooperative renewable energy projects. It also strengthened policies to improve the working environment, including upgrading worker rest facilities, operating shelters for mobile workers, providing incentives for fathers taking parental leave, and running labor safety monitoring programs.

Meanwhile, according to the National Tax Service's '2024 National Tax Statistics Yearbook,' Gwangmyeong City ranked third among all basic local governments nationwide in terms of average annual wage income growth rate, recording a 5.13% increase from 2016 to 2023.

Park Seungwon, mayor of Gwangmyeong City, stated, "Winning the Job Award for two consecutive years is a recognition of the excellence and vision of the city's employment policies. We will continue to create quality jobs and systematically build a future new industry ecosystem to develop Gwangmyeong into a self-sustaining, premium city."
