"Thorough Redundancy Is the Strength of Our Nation"
Ahn Cheolsoo, a member of the People Power Party, strongly criticized the government's inadequate disaster response system in light of the recent national computer network paralysis, stating, "We have long been a 'nation of backups.'
On September 26, Ahn wrote on his Facebook page, "When the original Tripitaka Koreana was lost to war, our ancestors invested enormous resources and manpower to carve the Tripitaka Koreana anew." He continued, "This was not simply about preserving Buddhist scriptures, but a re-backup project that safeguarded our national identity."
He went on to say, "The Annals of the Joseon Dynasty survived wars because they were distributed and stored in several archives, and even family genealogies were traditionally kept by different branches of the family." He emphasized, "The strength of our people has always been thorough backup and redundancy."
Ahn pointed out that the recent computer network paralysis is a result of losing this spirit. He said, "After the 2022 fire at the Pangyo data center and the 2023 government computer network paralysis, there were promises to strengthen disaster recovery systems, but this incident shows those were just words." He added, "It is hard to understand why the government has a less robust recovery system than the private sector in an unprecedented situation where the daily lives of the people and administrative work come to a halt."
Experts have cited 'lack of budget' as the core issue. However, Ahn argued, "A budget is just another name for determination." He pointed out that even private companies invest significant resources to build disaster recovery and redundancy systems, and it is incomprehensible that the government neglects this responsibility.
Ahn stressed, "Today, computer networks and data are infrastructure as vital as arteries for the lives of the people and the operation of the nation." He continued, "Just as our ancestors persistently distributed and preserved records, the government must allocate sufficient budget to establish a practical and complete redundancy system." He added, "This incident should serve as an opportunity to revive the tradition of being a 'nation of backups.'"
