Pilot Program from September to December, Full Implementation Next Year
Expected to Save Over 26 Million Won Annually and Reduce Carbon Emissions
Yangyang County in Gangwon Province announced on September 25 that it will implement an electronic contract system across all departments starting in 2026, following a pilot program beginning in September. This initiative aims to handle all procedures-from contract signing to payment and storage-without paper documents, with the goal of improving administrative efficiency and achieving environmentally friendly governance.
Previously, contract-related documents such as approval forms, commencement reports, and completion reports had to be printed, submitted, and stored. Going forward, these documents will be uploaded and managed as electronic files in the Ihojo System. In addition, ten types of documents, including general contract conditions and integrity pledges, will be streamlined into a single "Integrated Contract Implementation Pledge," significantly reducing unnecessary procedures.
The introduction of the electronic contract system is expected to reduce annual paper usage by more than 490,000 sheets, saving approximately 26 million won in the budget. This figure includes not only the costs of purchasing paper and printer toner but also 15 million won saved by not using the previous contract management program. Furthermore, the reduction in paper usage is expected to cut annual carbon dioxide emissions by 2.59 tons.
With the implementation of this system, the entire process from contract signing to payment will be computerized, further enhancing the speed and efficiency of work processes.
An official from Yangyang County stated, "The electronic contract system is a key project that not only reduces costs but also realizes environmentally friendly and smart administration," adding, "We will continue to do our best to provide efficient administrative services that residents can truly experience."
