Sejong City to Begin Second Round of "Livelihood Recovery Consumption Coupons" on the 22nd

The second round of livelihood recovery consumption coupons, promoted as a government policy, will be distributed. In Sejong City, the eligible recipients are 348,540 households, which corresponds to the bottom 90%, as notified by the Ministry of the Interior and Safety as of June 18. To qualify for the second round of consumption coupons, the total amount of health insurance premiums paid by the household in June this year must be below the threshold set for each household size and type. Households will be excluded from eligibility if their combined 2024 property tax base exceeds 1.2 billion won, or if their total 2024 financial income exceeds 20 million won. The application period runs from September 22 to October 31.


According to Sejong City on September 21, each eligible recipient for the second round of livelihood recovery consumption coupons will receive 100,000 won per person. As with the first round, recipients can choose to receive the second round of coupons via credit card, debit card, or prepaid card. The coupons can be used at small businesses with annual sales of less than 3 billion won, certain Hanaro Mart locations in towns and villages, select local food direct sales stores, and regional consumer cooperatives.


The usage period for both the first and second rounds is until November 30. Any unused balance after this period will be automatically forfeited.


In particular, for the first week of applications for the second round (from September 22 to 26), an application schedule will be implemented based on the last digit of the applicant's birth year. On Saturdays and Sundays, online applications for credit and debit cards will be accepted without restrictions. However, prepaid card applications cannot be made on weekends.


Those wishing to receive the livelihood recovery consumption coupon as a prepaid card should apply at their local township, town, or neighborhood administrative welfare center. For credit or debit cards, applications can be made through the card company's website or by visiting a partner bank branch.


The city will also proactively assist elderly or mobility-impaired citizens who previously used the door-to-door application service during the first round, allowing them to submit applications without prior request.


For military personnel serving in Sejong City, those applying from outside the region will be provided with a prepaid card that can be used in commercial districts near their place of service.


Lee Seungwon, Deputy Mayor for Economic Affairs, stated, "Following the first round, we expect that this second round of livelihood recovery consumption coupons will help boost sales for local small businesses and revitalize the regional economy," adding, "We will ensure that all citizens can benefit from the second round of consumption coupons and prepare without any setbacks."


Previously, for the first round of consumption coupons, which closed for applications on September 12, 383,815 out of 387,105 Sejong citizens applied, achieving a final distribution rate of 99.15%.
