Omiseop of Gwangju Seo-gu Council Calls for Park Golf Course Management and Operation

"Five-Minute Free Speech" at the 333rd Extraordinary Plenary Session

Omiseop, a member of the Gwangju Seo-gu Council, once again emphasized the necessity of the "Gwangju Seo-gu Park Golf Course Management and Operation Ordinance," which was rejected in the standing committee, during a five-minute free speech at the closing plenary session of the 333rd extraordinary meeting held on September 16, 2025.

Council Member Omiseop stated, "This ordinance was proposed not merely as a matter of sports facility operation, but to provide tangible benefits to Seo-gu residents by reflecting their needs."


He continued, "Unfortunately, the ordinance was rejected during the standing committee's deliberation process," expressing his regret by saying, "What I regret most is that we could not meet the expectations and wishes of the residents."


The main points of the ordinance included three major provisions: a system allowing Seo-gu residents to use the park golf course for free once a week, an annual pass system exclusively for Seo-gu residents, and the institutionalization of safety education. Council Member Omiseop explained that these measures would provide all Seo-gu residents with easy access to sports activities, guarantee stable usage rights for local residents, and help prevent safety accidents.


He added, "Since the opening of the 9th Council, I have consistently worked to expand park golf facilities and establish an institutional foundation. I proposed the additional construction of the Deokheung Park Golf Course during a meeting with the mayor, and in three separate five-minute free speeches at plenary sessions, I have continuously called for the expansion of park golf and improvements in safety management, maintaining my commitment to the development of park golf."


Furthermore, he noted, "Other districts are also preparing to enact ordinances related to park golf. Proactive interest and support are needed to ensure that Seo-gu residents do not feel relatively deprived." He concluded, "I hope the Seo-gu Council will continue to cooperate and communicate more closely, creating more good ordinances that bring about meaningful changes and meet the needs of our residents."
