Ministry of the Interior and Safety to Provide 26.3 Billion Won in National Funding for Myeongseok Nabul District
Jinju City in South Gyeongsang Province has been finally selected for the "2026 Comprehensive Flood and Disaster Living Zone Maintenance Project" hosted by the Ministry of the Interior and Safety. With national funding support, the city will implement river maintenance, install pumping stations, and reconstruct bridges in the high-risk Nabul district to proactively eliminate disaster risk factors.
The "Comprehensive Flood and Disaster Living Zone Maintenance Project" is a key policy of the Ministry of the Interior and Safety that shifts away from the traditional approach of separate projects by each government department, instead comprehensively addressing disaster risk factors based on regional living zones.
With this selection, Jinju City plans to invest a total of 52.6 billion won (26.3 billion won in national funds and 26.3 billion won in local funds) to address disaster risk factors in all areas of the Nabul district, spanning from Gwanji Village to Nabul Village in Myeongseok-myeon.

To implement this project, Jinju City began a feasibility study in August 2024. In March of this year, the city designated the Nabul district as a natural disaster risk improvement zone and a steep slope collapse risk area, then officially participated in the project selection process. After passing the first document review by South Gyeongsang Province, the second document review and third presentation review by the Ministry of the Interior and Safety, the district was finally confirmed as a project site for 2026.
Through this project, the city will first improve a 6.6-kilometer section of the Nabul Stream, which is at high risk of flooding due to insufficient waterway cross-section. To prevent repeated urban flooding during heavy rainfall, a pumping station will also be installed.
In addition, ten structurally outdated or flow-obstructing bridges will be reconstructed, and a new erosion control facility will be built behind Myeongseok Elementary School, where the risk of landslides is high, to prevent soil runoff. Slope reinforcement work will also be carried out in the steep slope collapse risk area near the Nabul Village Community Center to proactively eliminate disaster risks.
Above all, the Nabul district is an area that has suffered frequent flooding every rainy season because residential areas are concentrated in terrain lower than the planned flood level. This project is expected to significantly mitigate those risks.
Accordingly, in 2026, 2.4 billion won will be invested to establish a basic plan and conduct detailed design services, with the entire project scheduled for completion by the end of 2030.
Mayor Cho Kyu-il stated, "Through this project, we will comprehensively improve disaster prevention performance by integrating areas previously at risk of loss of life and property due to heavy rainfall into a single living zone."
