Gyeonggi Province will issue Emergency Level 1 for heavy rainfall starting at 8:00 p.m. on September 12.
The provincial government announced that, due to forecasts of more than 150mm of rainfall and strong winds mainly in southern Gyeonggi from September 12 to the evening of September 13, it will activate Emergency Level 1 at the Disaster and Safety Countermeasures Headquarters and begin a full-scale response.
This rainfall is expected to be concentrated during late-night hours over the weekend, requiring proactive measures to prevent casualties in vulnerable areas.
On this day, Gyeonggi Province Governor Kim Dongyeon sent an urgent disaster response directive to all cities and counties, instructing: securing on-site response capabilities through proactive situation assessment meetings led by deputy heads and activating support systems at the township, town, and neighborhood levels; conducting pre-maintenance, monitoring, and inspections to prevent secondary damage in areas already affected by heavy rain; controlling and evacuating tourists and others using the disaster alert system according to weather advisories and real-time conditions; preemptively restricting access to underpasses and advising against entering flooded areas while driving; and suspending tower crane operations at construction sites and conducting advance inspections of outdoor advertisements, spires, and street trees during strong winds.
With the issuance of Emergency Level 1, 35 public officials from departments related to storm and flood damage will begin emergency duty in Gyeonggi Province.
The provincial Disaster and Safety Headquarters is also preparing for the possibility of raising the alert to Emergency Level 2 depending on the heavy rainfall situation.
Previously, on September 10, Gyeonggi Province established a dedicated task force involving three departments-Natural Disaster Division, River Division, and Tourism Industry Division-focusing on rivers and campsites where casualties were concentrated this summer, and developed customized disaster response improvement plans for each type of hazardous facility.
Kim Sungjung, First Vice Governor of Gyeonggi Province, stated, "Recently, abnormal weather has led to greater variability and more frequent extreme weather events than forecasted," and urged, "As this heavy rain will be accompanied by strong winds, residents should avoid dangerous areas such as underpasses and rivers, suspend construction site operations, and ensure the safety of outdoor advertisements. We ask for your active cooperation in disaster response."
