Strengthening Safety Measures for Printed Personal Information and More
Kim Kyunho, Chair of the Planning and General Affairs Committee of the Gwangju Seo-gu Council, sponsored the "Ordinance Bill for the Full Amendment of the Gwangju Metropolitan City Seo-gu Personal Information Protection Ordinance" during the 333rd extraordinary session, and the bill was passed as originally proposed by the relevant upper committee on September 9.
The ordinance strengthens the overall regulations for personal information protection by making them more specific, including enhanced safety measures for printed personal information and responses to data breaches. This aims to improve the legal consistency and effectiveness of the personal information protection policy.
The newly amended "Personal Information Protection Ordinance Bill" introduces provisions such as the establishment of an internal management plan for personal information protection, reporting on management status to the council, and safety measures for printed personal information.
Additionally, the ordinance has been fully revised to supplement overall matters, including clarifying and specifying the duties of the district mayor, responses to personal information breaches, destruction of personal information, and details regarding the review committee for personal information protection.
Assemblyman Kim stated, "In the era of the Fourth Industrial Revolution and artificial intelligence (AI), the need for measures to ensure the safe use and handling of personal information, as well as ethical regulatory measures, is growing stronger." He added, "I hope that the Personal Information Protection Commission and the Ministry of Science and ICT will establish a cooperative system to advance personal information protection technologies and continue to provide policy, ethical, and technical enhancements, thereby delivering advanced administration to district residents."
Meanwhile, Assemblyman Kim sponsored the "Gwangju Metropolitan City Personal Information Protection Ordinance Bill" during the 317th 2nd regular session (November 2023), and the "Gwangju Metropolitan City Seo-gu Ordinance Bill on the Use of Artificial Intelligence (AI) in Administration" during the 331st extraordinary session (June 2025).
He is also continuing related legislative activities to ensure that stable and progressive advanced administrative services can be provided to residents in response to changes in the social environment.
