Call for Action in Five-Minute Speech at Plenary Session
Namok No, a member of the Daegu Dong-gu Council, called for active efforts from the executive branch to designate the Bullo Flower Complex as a specialized local district during a five-minute speech at the 346th temporary session’s first plenary meeting held on September 9, 2025.
Council Member No stated, "Although the Bullo Flower Complex is located near the city center and has abundant tourism infrastructure, its development has stagnated." She argued, "We must promote the economic growth of Dong-gu by designating the Bullo Flower Complex as a special district."
No explained, "Recently, the flower industry has evolved beyond simple agriculture to create high added value by integrating with cultural and tourism elements such as companion plants, horticultural therapy, and plant interior design (plantterior)." She added, "Last year, the Bullo Flower Complex developed the 'Flower Brand' and held a pop-up event in Dongseong-ro, demonstrating its potential to expand beyond traditional agriculture into tourism content and service industries."
No suggested several measures to strengthen the competitiveness of the Bullo Flower Complex’s flower industry: participating in the Ministry of SMEs and Startups’ Local Specialized Development Zone Project and the Ministry of Agriculture, Food and Rural Affairs’ Flower Industry Promotion Area Project, developing regional branding for 'Flower Land,' and establishing tourism strategies that connect nearby attractions and transportation.
No stated, "By rediscovering the potential of the Bullo Flower Complex and fostering the flower industry, we can create jobs, vitalize the local economy, and enhance the city’s competitiveness as an urban-rural integrated tourist destination."
