Ordinance on Prevention Passes Committee Review
Cooperation with Relevant Agencies Needed to Eradicate Crime

Park Soyoung, a member of the Daegu Metropolitan Council (People Power Party, Dong-gu 2), sponsored the "Daegu Metropolitan Office of Education Ordinance on the Prevention of Illegal Filming" at the 319th extraordinary session. On September 5, the ordinance bill passed the Education Committee's review and is now awaiting a vote in the plenary session.


The enactment of this ordinance reflects the reality that illegal filming crimes, which are becoming increasingly sophisticated due to advances in digital devices and filming technology, are now infiltrating schools and educational facilities. In particular, the ordinance was promoted out of a sense of urgency to establish institutional measures to prevent illegal filming in spaces with high risks of privacy invasion, such as restrooms and changing rooms.

The ordinance bill includes key provisions such as defining the superintendent's responsibilities for the prevention and eradication of illegal filming, establishing a regular inspection system and conducting surveys to prevent and eradicate illegal filming, setting up a reporting system for facilities suspected of having illegal filming devices installed, and building a cooperative system with relevant organizations such as local governments and the police.


With the enactment of this ordinance, the Office of Education and schools are expected to carry out more systematic inspections and preventive activities, creating a learning environment where students and staff can use facilities with peace of mind.


Park Soyoung stated, "Illegal filming is a serious crime that inflicts irreparable pain on victims," and emphasized, "Since prevention is of utmost importance, I will work closely with relevant organizations such as the National Police Agency to eradicate illegal filming in educational institutions and strive to create a safe school environment free from crime."
