According to TASS News Agency of Russia and Xinhua News Agency of China on September 1, the SCO member state leaders reached an agreement on a joint declaration containing these points at a summit held in Tianjin, China. In addition, the leaders reaffirmed their commitment to the provisions of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the implementation of the Chemical Weapons Convention (CWC), and expressed their willingness to cooperate in the military sector.

Iran joined as a member state in 2023, following India and Pakistan, which joined in 2017. With Belarus joining last year, the organization has expanded to a total of ten member states.
