China appears to be seeking to strengthen internal unity by promoting the legalization of its ethnic policies, while externally rallying allies through the "80th Anniversary of Victory Day" military parade.

According to the state-run Xinhua News Agency, the Politburo, chaired by President Xi, discussed the draft of the "Law on Promoting Ethnic Unity and Progress of the People's Republic of China" during the meeting.

Xinhua News Agency reported that the purpose of enacting this law is to transform the theoretical and practical achievements the Party has made in ethnic affairs into the will of the entire nation through legislation, and to further strengthen the cohesion and centripetal force of the Chinese nation.

The meeting emphasized the need to promote broad exchanges and interactions among all ethnic groups, to unite and strive together, and to achieve shared prosperity and development.

This news comes less than ten days after President Xi visited the Tibet Autonomous Region and stressed the importance of maintaining political and social stability, ethnic unity, and religious harmony in Tibet.

On August 20, President Xi visited Lhasa, the capital of Tibet, to attend the 60th anniversary event of the Tibet Autonomous Region. This was his second visit to Tibet since taking office.

Bloomberg News pointed out that Tibet is a border region where China has experienced longstanding conflicts with India, a country with which it has recently sought to improve relations.
