People Power Party to Pursue 100 Key Legislative Initiatives Including Commercial Act Amendments at Regular Assembly Session

Seven Key Areas: Politics, Economy, and the Future
Includes Amnesty Act Amendment and More

The People Power Party has decided to focus on promoting 100 key legislative initiatives during the regular National Assembly session in September, including amendments to the Commercial Act aimed at protecting companies from corporate raiders.


On August 29, the Policy Committee of the People Power Party selected 100 major bills across seven priority areas to be actively pursued during the 2025 regular session of the National Assembly.


The priority areas include: ▲Fostering future high-tech industries ▲Revitalizing the economy ▲Restoring the livelihood economy ▲Hope for youth ▲Care for vulnerable groups ▲A safer society ▲Political innovation.

In the area of fostering future high-tech industries, the party will promote a special law on nurturing and utilizing talent for artificial intelligence (AI) industry support, as well as a special law for the promotion of the shipbuilding industry and shipbuilding technology, which includes support for the development of next-generation new technologies.


For economic revitalization, the party has identified amendments to the Commercial Act as a key initiative to help protect companies from corporate raiders. The recently passed, stronger amendment to the Commercial Act mandates cumulative voting for companies with assets of 2 trillion won or more. There have been concerns that the legal revision could lead to an increase in shareholder lawsuits and more frequent attacks by corporate raiders. In response, the party plans to include management defense mechanisms such as poison pill provisions (the right to purchase shares at a price below market value), dual-class shares, and easing of breach of trust penalties. Additionally, the party will pursue amendments to the inheritance and gift tax laws to ensure a reasonable tax burden.


In the area of restoring the livelihood economy, legislative tasks include: ▲Abolishing the law on collecting excess reconstruction profits ▲Establishing a legal basis for the issuance and distribution of won-based stablecoins ▲Addressing foreigner privileges and reverse discrimination against Korean nationals in real estate transactions.


As part of political innovation, the party will push for an amendment to the Amnesty Act to exclude those who are accomplices of the president from being eligible for commutation or reinstatement. In addition, the party will promote: ▲An amendment to the Personnel Hearing Act to strengthen the effectiveness of confirmation hearings by prohibiting refusal to submit documents and limiting intentional omissions ▲A law to monitor corruption in the National Election Commission, addressing issues such as preferential hiring ▲An amendment to the Public Official Election Act to strengthen requirements for granting voting rights to foreigners.


The Policy Committee of the People Power Party stated, "Through bills aimed at restoring the economy, livelihood, and trust during the regular session, we will regain the public's trust and become a true policy-driven party," adding, "If a bill truly enhances the happiness of the people, we will actively cooperate to ensure its swift passage."
