This drill was carried out under the scenario that a fictional enemy special operations unit had conducted prior reconnaissance of Topyeong Bridge, disabled the surveillance network by destroying the CCTV control system, and then detonated explosives on the bridge in a calculated and malicious terrorist attack.
As a result, the Guri City Integrated CCTV Control Center failed to detect the explosion in time, leading to a simulated crisis where the initial response was delayed. The exercise realistically recreated a complex disaster situation that could cause public anxiety and additional damage.
Guri City, in cooperation with the military, police, fire department, and other related agencies, activated a rapid on-site response system. Through close collaboration, effective communication, and the operation of an appropriate on-site command system, the city worked to overcome the disaster situation.
In particular, this drill was significant because it was not merely a simulated scenario, but an important opportunity to assess the city's ability to respond to complex terrorist incidents that could actually occur.
