Shin Sangjin Urges Ministry of National Defense to Issue Change Notice
Anticipating Urban Development and Restoration of Property Rights
Seongnam City in Gyeonggi Province (Mayor Shin Sangjin) announced that following an official notification from the Ministry of National Defense on June 26 regarding partial acceptance of the "Flight Safety Zone Adjustment," the city is making every effort in final negotiations to ensure that the "Flight Safety Zone Change Notice" can be issued as early as September.
This adjustment is related to the long-delayed realignment of the flight safety zone after the runway angle on the east side of Seoul Airport (located in Sujeong-gu, Seongnam) was changed due to the construction of Lotte Tower in 2013. Since 2023, Seongnam City has continuously requested the Ministry of National Defense to readjust the zone. In March of this year, the issue was officially submitted as an agenda item to the Gyeonggi Province-Ministry of National Defense Win-Win Cooperation Council, initiating full-scale discussions.
The Ministry of National Defense has acknowledged the need for adjustment due to the runway angle change and is currently conducting an operational review with the Joint Chiefs of Staff and the relevant military unit. After completing the review procedures required by the "Act on the Protection of Military Bases and Military Facilities," the official notice is expected to be finalized in late September.
Mayor Shin Sangjin stated, "If the flight safety zone is adjusted, parts of Yatap and Imae will be eased from Zone 2 to Zone 6, allowing for an increase in permissible building heights. This will provide much-needed relief for urban development and the exercise of citizens' property rights, which have been restricted until now."
He added, "We will work closely with the Ministry of National Defense to ensure the adjustment process is completed without any setbacks and will do our utmost to ensure the official notice is issued within September."
Meanwhile, in June, Seongnam City submitted an official document to the Ministry of National Defense requesting an adjustment of the flight safety zone around Seoul Airport. In July, the city reiterated its call for the "Flight Safety Zone Change Notice" to facilitate the smooth progress of old town redevelopment and the reconstruction of first-phase new towns.
