Development of New Insurance Product Reflecting Farmers' Needs

Farmers will now be able to receive compensation through crop disaster insurance for soft rot in autumn cabbage that inevitably occurs due to natural disasters.
The Ministry of Agriculture, Food and Rural Affairs announced on August 10 that, starting this year, crop disaster insurance will include a pilot program covering soft rot in autumn cabbage caused by natural disasters.
Pest and disease damage due to natural disasters refers to damage that is unavoidable for farmers even if they apply pesticides and take preventive measures, because of weather conditions. This is different from pest and disease damage that occurs due to poor management by farmers.
The insurance product covering soft rot in autumn cabbage caused by natural disasters will be piloted from August 11 in Goesan, Chungbuk; Haenam, Jeonnam; and Yeongyang, Gyeongbuk. It will be available to farmers who submit an application in advance and personally manage cultivation, including pest and disease control, until harvest. Farmers who enroll will be covered for yield reductions caused by disasters covered by the insurance, and will also receive additional coverage for soft rot caused by natural disasters.
To verify that farmers are making appropriate pest and disease control efforts, professional loss assessors will regularly visit autumn cabbage farms during the cultivation period to comprehensively evaluate pesticide application efforts and disease and pest management practices to prevent spread.
A representative from the Ministry of Agriculture, Food and Rural Affairs stated, "This year, we are introducing coverage for pest and disease damage caused by natural disasters for autumn cabbage in crop disaster insurance. At the same time, we are newly implementing agricultural income stability insurance to strengthen protection not only against natural disaster damage but also against price decline risks. We will continue to actively listen to feedback from the field and improve the insurance system so that farmers can truly benefit from it."
