On August 7, the Special Investigation Team for the Insurrection Case (headed by Special Prosecutor Cho Eunseok) summoned Shin Wonsik, former Director of the National Security Office, and Cho Kyuhong, former Minister of Health and Welfare, as reference witnesses for questioning.
Special Prosecutor Park Jiyoung stated at a briefing that day, "Former Director Shin has been under questioning since 10 a.m., and former Minister Cho since 2 p.m. Both are being questioned as reference witnesses."
Shin Wonsik previously testified as a witness at former President Yoon Sukyeol's impeachment trial at the Constitutional Court, stating that he remained in the waiting room without knowing that a Cabinet meeting was being held prior to the declaration of martial law, and that he belatedly tried to dissuade former President Yoon by asking, "What kind of emergency martial law is this?"
Cho Kyuhong responded to a summons from Kang Uigu, former Presidential Secretary, on December 3 last year and attended the Cabinet meeting prior to the declaration of martial law, but did not attend the Cabinet meeting for the lifting of martial law.
The special investigation team is expected to question Cho Kyuhong regarding the circumstances under which he did not attend the Cabinet meeting for the lifting of martial law.
