Full-Scale Crackdown and Towing to Begin on the 11th of This Month
Eunpyeong District in Seoul (District Mayor Kim Mikyung) will begin directly towing illegally parked shared electric scooters within the district starting from August 11.
Recently, as the number of electric scooter users has increased significantly, there have been ongoing complaints about scooters illegally parked on roadways, crosswalks, and near subway station entrances. In response, the district will strengthen on-site crackdowns and its own towing measures against illegally parked devices that threaten the safety of both drivers and pedestrians.
Eunpyeong District will organize a dedicated enforcement team to conduct intensive crackdowns from 8:00 a.m. to 11:00 a.m. on weekdays, immediately towing illegally parked electric scooters on site.
Areas subject to immediate towing include roadways separated from sidewalks, bicycle lanes, areas near subway stations, bus stops, and taxi stands, crosswalks, traffic islands, entrances to elevators for people with mobility challenges, tactile paving blocks, and protection zones for children, the elderly, and people with disabilities. Additionally, even on regular sidewalks, any device parked in a location that compromises pedestrian safety will be subject to towing. Towed electric scooters will be temporarily stored at the tow vehicle storage facility, and both a towing fee and a storage fee will be charged for each case.
To report illegally parked electric scooters, access the 'Seoul Electric Scooter Parking Violation Reporting System (seoul-pm.eseoul.go.kr)', scan the scooter's QR code, and upload the violation location and a photo.
Kim Mikyung, Mayor of Eunpyeong District, stated, "We will actively respond by immediately removing illegally parked electric scooters to minimize inconvenience for residents and create a safer traffic environment for everyone," and added, "We will continue our efforts to establish a responsible environment for the use of personal mobility devices."
