Unlicensed Goat Barn and Poultry Farm
Caught for Illegal Livestock Manure Discharge
The Geumsan-gun Special Judicial Police have detected two farms for illegally operating a goat barn without a permit and for discharging livestock manure from a poultry farm.
Geumsan-gun identified two farms that violated the Act on the Management and Use of Livestock Manure, including an unlicensed livestock facility and the discharge of livestock manure into public waters. The Geumsan-gun Special Judicial Police booked the cases, conducted investigations, and referred them to the prosecution.
One of the detected sites was an unlicensed goat barn, where approximately 40 goats were being raised without authorization in a facility of about 70 pyeong. Nearby residents had been suffering from the pungent smell of goats and the stench of manure.
The other facility was a licensed poultry farm that neglected the management of its livestock manure storage facility. During rainfall, a large amount of rainwater entered through gaps in the roof, causing untreated livestock manure to flow from the storage facility into the farm's passages and village waterways, eventually being discharged into public waters.
Since March, Geumsan-gun has been actively responding to livestock odor issues by assigning two livestock odor monitors to patrol the area continuously and by conducting monthly odor measurements at farms with frequent odor complaints.
An official from the county stated, "We plan to strengthen guidance and inspections until illegal activities related to livestock manure at livestock farms are eradicated." The official also requested, "For the sake of residents inconvenienced by livestock odors, we ask for voluntary compliance with management standards for odor-generating facilities, regular application of deodorants, and sealing of facilities as part of administrative guidance."
