Intensive Inspection of High-Value Payments and Secondhand Transactions
Crackdown on Illegal Distribution Continues Through November
Buyeo County in South Chungcheong Province is cracking down on the illegal distribution of livelihood recovery consumer coupons, which have been distributed since July 21, 2025.
According to the county on August 1, the consumer coupons are provided in the form of check cards, credit cards, and the local currency gift certificate 'Goodtrae Pay.' As of July 29, approximately 51,000 people, accounting for 88% of all eligible recipients, had applied.
The county is operating an "Illegal Distribution Reporting Center" within the Economic and Transportation Division and has formed an on-site inspection team together with towns and townships to conduct intensive crackdowns through November.
The crackdown targets include: ▲resale through secondhand trading platforms such as Danggeun Market and Junggonara ▲cash refunds after paying with consumer coupons.
If violations are detected, the county plans to take strong administrative actions such as cancelling merchant registrations, imposing fines, and requesting police investigations.
Additionally, a monitoring system capable of detecting unusual signs such as high-value payments, repeated transactions, and new merchant registrations will be operated to proactively inspect businesses that may be in violation.
The county is actively promoting that using consumer coupons for purposes other than their original intent may result in subsidy recovery and legal penalties.
County Governor Park Junghyun stated, "We will ensure that not a single resident is left out, and we will thoroughly eradicate illegal distribution."
