Call for the Establishment of a "Victim Counseling Center"
On July 31, Park Soyoung, a member of the Daegu Metropolitan Council (People Power Party, Dong-gu 2), submitted a written inquiry to the city administration, highlighting that frequent disputes are occurring between members and construction companies of regional housing cooperatives due to excessive increases in construction costs, lack of information disclosure, and opaque accounting practices. She urged the implementation of effective fact-finding investigations and fundamental solutions through improvements to related systems.
The Ministry of Land, Infrastructure and Transport and Daegu City have recognized the seriousness of issues related to regional housing cooperatives and have been conducting a nationwide fact-finding investigation since June this year. However, there is currently no legal basis for local governments to request relevant data, leading affected cooperative members to question the effectiveness of the current investigation.
In response, Park called for the disclosure of the current status and results of Daegu City's ongoing investigation into regional housing cooperatives, and urged the establishment of measures to improve related laws and regulations to prevent operational problems within cooperatives.
She also suggested that, in the long term, Daegu City should consider establishing an expert-led counseling center for victims, similar to Seoul, and in the short term, utilize existing maintenance project inspection teams to provide counseling and advice for affected members.
Park Soyoung stated, "Without proactive action from Daegu City, the damage to cooperative members will inevitably worsen," and emphasized, "If legal amendments at the government level are a long-term task, Daegu City must urgently implement practical measures that can be taken independently right now."
