Gyeonggi Province Holds Kick-off Briefing Session for Research Project
Laying the Groundwork for Strengthened Civil-Military-Government Cooperation

The kick-off briefing session was organized to announce the official commencement of the research project conducted based on the "Ordinance on the Utilization and Support of Idle Military Land and Surrounding Areas in Gyeonggi Province," as well as to share the project implementation plan and discuss cooperation measures.
The event was attended by members of the Gyeonggi Province Civil-Military-Government Council on Idle Military Land, relevant public officials including the Gyeonggi Province Military Cooperation Officer, and Kwon Kijeong, the general project manager from the Security Management Research Institute, the agency conducting the research project, who provided an overview of the project and exchanged opinions.
During the session, the research agency presented and the Gyeonggi Province Civil-Military-Government Council discussed the main directions for the following key tasks: ▲establishing strategies for the utilization of idle military land and analyzing exemplary domestic and international cases, ▲analyzing the current status and development environment of unused military sites within Gyeonggi Province, ▲developing project concepts and funding plans for each individual site, and ▲establishing cooperation systems with related institutions such as the Ministry of National Defense through legal and institutional improvements.
The research project will be conducted for approximately seven months, until February 2026. Gyeonggi Province plans to actively utilize the research results to convert idle military land into local resources and use them as foundational data for policy cooperation with the central government and for establishing its own policies.
Lee Wonjun, the Gyeonggi Province Military Cooperation Officer, stated, "This research project is an important starting point for improving the quality of life for residents in border areas through the strategic utilization of idle military land and for building a practical model of win-win cooperation among the military, government, and civilians. We will do our utmost to strengthen cooperation with the military and develop effective policies."
Meanwhile, Gyeonggi Province established the "Gyeonggi Province Civil-Military-Government Council on Idle Military Land" in April 2024 to provide an institutional foundation for policy discussions, and plans to enhance the feasibility of these policies through the operation of this council.
