As the Seoul Metropolitan Government has announced a "Housing Supply Promotion Plan" aimed at reducing the time required for reconstruction and redevelopment projects, attention is focusing on its proposal to shorten the project period for Mokdong Complex 6 by up to seven years.


On July 30, Seoul Mayor Oh Sehoon visited the Mokdong Complex 6 reconstruction area in Yangcheon-gu, Seoul, and stated that the project period would be shortened by up to seven years. Through intensive process management, the city plans to reduce the time required for project implementation, management disposition approval, and relocation for Mokdong Complex 6 by an additional year, from six years to five years.

This is part of the "Housing Supply Promotion Plan" previously introduced by the city to accelerate the pace of housing supply. On July 24, Mayor Oh visited the redevelopment site of Sindang District 9 in Seoul and unveiled a blueprint to reduce the average period from designation of a maintenance area to move-in from 18 years and 6 months to 13 years. Specifically, the plan aims to shorten the period for designating a maintenance area from 2 years and 6 months to 2 years; the period for forming a promotion committee and establishing an association from 3 years and 6 months to 1 year; and the administrative procedures for project implementation, management disposition approval, and relocation before construction from 8 years and 6 months to 6 years, thereby reducing the total period by 5 years and 6 months.


Since Mokdong Complex 6 has already completed the maintenance area designation and association establishment stages in 1 year and 9 months and 9 months respectively, if the time required for project implementation, management disposition approval, and relocation is reduced by an additional year, the total project period can be shortened by seven years. As a result, the average maintenance project period, which used to take 18.5 years, is expected to be significantly reduced to 11 years and 5 months.


To further accelerate the pace of maintenance projects, the city will actively introduce a pre-parallel processing system in Mokdong Complex 6. This system will allow procedures that were previously handled sequentially at each stage to be processed simultaneously, thereby advancing the construction start date. For example, the city can begin the appraisal process immediately after project implementation approval and prepare the project implementation plan in advance from the integrated review stage, thus saving time.

Mokdong Complex 6 is the fastest-progressing complex among the 14 complexes in Mokdong New Town currently undergoing reconstruction. By utilizing the direct association establishment system instead of going through a promotion committee, the association establishment approval was completed just nine months after the maintenance area was designated.


The city plans to complete the official announcement of maintenance plan decisions for all 14 complexes, including Mokdong Complex 6, within this year. Currently, maintenance plan announcements have been completed for Mokdong Complexes 6, 8, 12, 13, and 14, while Mokdong Complexes 4, 5, 7, 9, and 10 have passed the deliberation of the Seoul Urban Planning Committee. Mokdong Complexes 1, 2, 3, and 11 are scheduled to undergo committee deliberation after the completion of the expedited integrated planning consultation.


After reconstruction, a total of 47,458 housing units are expected to be supplied in the Mokdong area. This is 1.8 times larger than the current number of households (26,629) residing in the 14 complexes. The city also plans to develop the Mokdong Sports Complex and the detention basin area into an integrated complex landmark that combines business and sports functions.
