RISE (Regional Innovation-centered University Support System) is a project that delegates and transfers the administrative and financial authority for university support to local governments, and promotes the mutual growth of regions and universities through strategic support linked to regional development. The National Research Foundation serves as the central RISE Center and supports regional RISE Centers across the country.

This agreement was established to build a sustainable growth foundation for traditional markets and small businesses through a collaborative structure involving regional universities, local governments, and SEMAS, based on the infrastructure and networks held by both organizations. The two parties agreed to cooperate on the following: establishing a cooperation system between regional universities and SEMAS; sharing policies and information related to small businesses; linking support projects for exporting small businesses; and collaborating on region-based unit projects.

Park Sunghyo, Chairman of SEMAS, stated, "With this agreement, we will enhance the on-site execution capabilities of RISE and actively support small businesses in the region so that they can become key drivers of regional development."
