Business Agreement Signed to Expand Use of 'Seoul Learn'
Seoul's flagship educational welfare policy, 'Seoul Learn,' is accelerating its nationwide expansion. On July 28, the Seoul Metropolitan Government signed a 'business agreement to bridge the educational gap' with Taebaek City, Gangwon Province. Through this agreement, both parties will jointly utilize the Seoul Learn platform to provide high-quality online learning services to local youth.
The signing ceremony was held in the video conference room at Seoul City Hall, attended by Seoul Mayor Oh Sehoon and Taebaek Mayor Lee Sangho.

The online education platform 'Seoul Learn,' operated by the Seoul Metropolitan Government, was launched in August 2021 as Seoul's representative educational welfare policy. Its purpose is to ensure that everyone has fair learning opportunities regardless of their social or economic circumstances. Currently, about 35,000 people are participating in the program. For the 2025 College Scholastic Ability Test, 782 out of 1,154 candidates who took Seoul Learn courses were admitted to universities. Among them, 173 students advanced to 11 major universities in Seoul as well as special-purpose tracks such as medicine, pharmacy, education, and military academies?a 41.8% increase from 122 students in 2024.
So far, five local governments have adopted the Seoul Learn platform, starting with North Chungcheong Province in December last year, followed by Pyeongchang County, Gimpo City, Incheon City, and Taebaek City. Through this agreement, Taebaek City will launch the 'Public Education Platform-Linked Online Learning Support Project' in September, targeting 500 disadvantaged youth using the Seoul Learn platform.
Local governments that previously signed agreements with Seoul are either sequentially beginning operations this year or are in the process of launching their projects. In particular, Pyeongchang County has completed student recruitment and is operating various programs, including online learning content and customized college admissions consulting. North Chungcheong Province plans to provide comprehensive services such as online learning content, mentoring, and dormitory-based educational services to 1,450 youth in six population-declining areas within the province (Jecheon, Boeun, Okcheon, Yeongdong, Goesan, Danyang) in the second half of the year. This is to address the shortage of educational resources in the region and to prevent population outflow.
In September last year and June this year, Seoul held two policy briefing sessions for local governments nationwide to share operational cases and policy outcomes of Seoul Learn. A total of 26 local governments attended, demonstrating high interest in adopting the Seoul Learn policy. Mayor Oh Sehoon stated, "Seoul Learn has not only provided online lectures to more than 30,000 students but has also offered turning points in their lives. It is now establishing itself as a model for educational welfare in Korea. I hope Seoul Learn continues to serve as a crucial ladder of educational opportunity, especially in local areas where it is needed most. Seoul will continue to work hard to ensure more students have a fair starting line."
