Simultaneous Online and Offline Prevention Activities
On July 28, the National Police Agency announced that it will establish a new investigative team to actively respond to secondary victimization crimes targeting victims of major disasters and incidents.

The National Police Agency will form a secondary victimization crime investigation team consisting of 19 members, led by a superintendent-level officer. The team will be divided into two units: an investigation command unit, which will be responsible for policy planning to eradicate secondary victimization, research on laws and systems, victim protection, the removal and blocking of illegal online content, and supervising investigations at provincial police agencies; and an investigation unit, which will conduct direct investigations. In addition, dedicated secondary victimization crime investigation teams will be organized and operated within cyber investigation units at provincial police agencies nationwide.
To raise public awareness of secondary victimization crimes, the police will conduct various online and offline prevention activities. They will provide related education using cyber prevention instructors and, in collaboration with 'Nuricops'?a group of citizens interested in cybercrime prevention?will request the focused removal and blocking of secondary victimization posts online.
A representative from the National Police Agency stated, "Secondary victimization crimes targeting victims of disasters and incidents are widespread in society," and emphasized, "It is crucial to recognize that posting defamatory or insulting content targeting victims is a clear criminal act, and to make social efforts toward self-purification."
