Mandatory Explanation of "Trust Register" by Real Estate Agents
"Eliminating Institutional Blind Spots and Building a Housing Safety Net"

Junho Jung: "Trust Jeonse Fraud Prevention Act" Passes National Assembly Junho Jung, member of the Democratic Party of Korea.

The "Certified Real Estate Agents Act Amendment" (Trust Jeonse Fraud Prevention Act), proposed by Junho Jung, a member of the Democratic Party of Korea representing Buk-gu Gap in Gwangju, passed the National Assembly's plenary session on July 23, 2025.


The majority of victims of jeonse fraud are young people in their 20s and 30s, accounting for 75.1%. According to a survey by the Ministry of Land, Infrastructure and Transport, among the total 30,400 victims of jeonse fraud, 25.8% were in their 20s and 49.2% were in their 30s, making young people the largest group affected. Regarding the amount of deposit lost, 42.31% of cases involved amounts between 100 million and 200 million won. In the Gwangju and Jeonnam regions alone, there were 1,441 cases, indicating that the damage in local communities is also significant.


In particular, "trust jeonse fraud" is considered the most complex and sophisticated type of jeonse fraud. It is difficult for victims to recognize in advance, and it is also hard for them to have their legal rights properly acknowledged, making it one of the most malicious cases among jeonse frauds.


Previously, there was an indirect regulation requiring certified real estate agents to explain the "trust register" to tenants through an annexed form in the lower-level enforcement rules. However, since this obligation was not clearly specified in the law, there were concerns that ordinary citizens found it difficult to recognize such risks in advance.


The amendment establishes a legal obligation for real estate agents to explain the trust register, allowing tenants to identify potential risks before signing a contract and providing an institutional safeguard to prevent damage in advance.


On July 24, Jung stated, "Trust jeonse fraud is structurally so complex that young people, who lack social experience, often cannot even determine whether a property is held in trust. I will take the lead in closing institutional blind spots and building a housing safety net so that young people, who are particularly vulnerable to such damage, are no longer made victims of jeonse fraud."
