Kwon Kyungmin, Director of the Economic Bureau of Daejeon City, held a tea meeting at the city hall press room on the 16th and announced that applications and distribution procedures for the 'Livelihood Recovery Consumption Coupon' will begin on July 21.
The city has allocated 428 billion won in its supplementary budget for this project and plans to execute 284.2 billion won in the first phase to help small business owners and self-employed individuals recover their sales and to invigorate the overall local economy.
The consumption coupon will be distributed to all citizens nationwide, with the amount varying according to income level. In addition, Daejeon citizens, as residents of a non-metropolitan area, will receive an extra 30,000 won per person.
Accordingly, as of June 18 this year, Daejeon citizens will receive support as follows: ▲Top 10% income bracket: 180,000 won ▲General citizens: 280,000 won ▲Lower-income households and single-parent families: 430,000 won ▲Basic livelihood security recipients: up to 530,000 won.
To ensure prompt distribution, the city will divide the support into two phases and implement it step by step. The first application period will run from July 21 to September 12, and the coupon will be charged to the selected payment method on the next business day after application.
The second application period will be from September 22 to October 31, during which an additional 100,000 won will be uniformly distributed to all citizens except those in the top 10% income bracket.
The consumption coupon can be used until November 30, and any unused amount will be automatically forfeited after that date.
Applicants can choose among credit cards, debit cards, Daejeon Sarang Card, or prepaid cards as the payment method. Credit and debit cards can be applied for through the card company's website, app, or affiliated bank branches. The Daejeon Sarang Card can be applied for via its dedicated website and app, or at Hana Bank branches.
Citizens who have difficulty applying for credit or debit cards, or those whose appeals are accepted, can apply for a prepaid card at their local administrative welfare center.
For adults, individual applications are the rule. For minors, the head of household at the same address can apply on behalf of all children. If a minor is the head of household, direct application by the minor is also permitted.
The consumption coupon can only be used at small business stores in Daejeon City with annual sales of 3 billion won or less. It cannot be used at large supermarkets, department stores, online shopping malls, or entertainment venues. The Daejeon Sarang Card and prepaid cards can be used at Daejeon Sarang Card affiliated stores, which can be searched through the Daejeon Sarang Card app.
To ease congestion at the start of applications, from July 21 to July 25, applications will be accepted on designated days based on the last digit of the applicant's birth year. From July 26, all citizens can apply freely.
Starting July 14, citizens can check their eligibility and support amount in advance through the 'National Secretary Notification Service.' To prevent smishing scams, the city will not include URLs or links in related text messages.
Kwon Kyungmin, Director of the Economic Bureau of Daejeon City, stated, "The distribution of this consumption coupon is expected to be used mainly at traditional markets and small business and self-employed stores, in line with the goal of supporting small businesses, which will help revitalize the sluggish local economy. We will make every effort to ensure that there is no inconvenience for citizens throughout the entire process, from application to use of the consumption coupon."
