A Veteran Bureaucrat with Extensive Practical Experience and Planning Skills
On July 13, Kang Juyeop, the Deputy Administrator of the Administrative City Construction Agency (Sejong City Construction Agency), which is a vice minister-level position, was appointed as the new Administrator.
In a phone interview with Asia Economy on July 14, Kang, the newly appointed Administrator, said, "I feel a tremendous sense of responsibility," adding, "As it has been nearly 20 years since Sejong City was launched, it is now time to deliver tangible results."
Kang identified the completion of the President's Second Office within the current term and strengthening Sejong City's self-sufficiency as the most urgent national policy tasks. He emphasized, "I will do my utmost to ensure that Sejong City can fully play its role as a symbol of balanced national development."
He continued, "Although Sejong City has laid the foundation to become a model and leading city for balanced development, there are still many areas that need improvement," adding, "From now on, I will take full responsibility for materializing and expanding these achievements."

Kang began his public service career in 1997 after passing the 32nd Technical Civil Service Examination. He has held various key positions at the Ministry of Land, Infrastructure and Transport, including Director of Budget, Director of Planning, Director of Policy Planning, Director of Logistics Policy, and Spokesperson.
He is recognized for his extensive hands-on experience in transportation, airports, and national land information within the ministry, as well as for his strong planning and political acumen. Since June last year, he has served as Deputy Administrator of the Sejong City Construction Agency, overseeing operations and building internal trust.
Born in Daejeon, Kang graduated from Myungseok High School and the Department of Civil Engineering at Seoul National University. He earned a master's degree in engineering from King's College London in the United Kingdom. He is known among staff for his gentle disposition and attentive listening, earning him deep trust within the organization.
