Ministry of Land Announces Public Call for Pilot Districts in Hwamyeong, Geumgok, and Haeundae, Busan... 5,700 Households Targeted

A public call for the designation of pilot districts for the redevelopment of the aging planned cities in the Hwamyeong·Geumgok and Haeundae districts of Busan will begin on July 9. This is the first local public call since the designation of pilot districts for the first-generation new towns (36,000 households).


According to the Ministry of Land, Infrastructure and Transport and the Busan Metropolitan Government on July 8, applications will be accepted for five days from October 13 to October 17. The total scale is 5,700 households (2,500 in Hwamyeong·Geumgok and 3,200 in Haeundae). The Ministry of Land, Infrastructure and Transport will host the public call, and the Busan city government will participate as the applicant local government. Both the ministry and Busan city plan to complete the designation of the pilot districts within this year. The selection scale was determined by considering the local demand for relocation and the housing supply situation. The Ministry of Land, Infrastructure and Transport and the Busan city government have agreed to jointly manage the housing supply to prevent instability in the rental market resulting from the redevelopment process.

On July 9, the Busan city government will release the draft of the basic redevelopment plan for the Hwamyeong·Geumgok and Haeundae districts and begin a public review for residents. The vision for Hwamyeong·Geumgok is to become a "Humane City Embracing Forests and Rivers." The plan includes raising the current average floor area ratio from 234% to 350%, establishing regionally specialized hubs, and reorganizing the spatial structure with concepts such as the 15-minute city.


Lee Sangjoo, Director General for Territorial and Urban Policy at the Ministry of Land, Infrastructure and Transport, stated, "As more than ten local governments in both the Seoul metropolitan area and other regions have begun redeveloping aging planned cities, the release of Busan's basic plan and the public call for pilot districts mark a significant first case of nationwide expansion. The government will continue to provide support so that systematic redevelopment can proceed in cities such as Incheon, Daejeon, Suwon, Yongin, and Ansan."
