First in the Nation to Introduce AI Voice Recognition for Document Preparation
Eunpyeong District in Seoul has become the first in the country to fully implement an ‘Artificial Intelligence (AI) Voice Objection Service’ for parking violation fines starting this month.
This newly introduced service is a non-budget system designed for legally vulnerable groups such as the elderly, foreigners, and people with disabilities, who often give up on filing objections to parking violation fines due to difficulties with writing. It reflects the reality that many in these groups abandon their objections because of psychological burdens related to legal document preparation and a lack of document writing skills.
Previously, the district provided sample objection letters generated by AI. However, the new system allows applicants to state their objections verbally via mobile devices, after which AI converts the voice input into text. The AI serves as an auxiliary tool for transcribing the applicant’s voice, and the process includes prior consent procedures regarding personal information protection and legal responsibility, thereby eliminating potential legal violations.
This service can be used by visiting the Parking Management Division at the Eunpyeong District Office and following staff instructions. With this initiative, Eunpyeong District plans to improve the entire court objection process and to expand the use of voice AI technology to various other civil complaint areas in the future.
Kim Mikyung, Mayor of Eunpyeong District, stated, “We will realize warm administrative technology that anyone can use, so that no one has to give up their rights in the face of complicated procedures,” adding, “We will continue to expand smart administration that can be tangibly felt at the field level.”
