Dobong District Breaks the Glass Ceiling, Appoints Female Executives to Key Director Positions

Three Female Executives Appointed as Directors, Strengthening Leadership
37.5% of Director-Level and 51.6% of Manager-Level Positions Now Held by Women

On July 1, Dobong District in Seoul made waves in the public sector once again by appointing three female executives to major director-level positions through its latest personnel appointments.

In this round of appointments, Hwang Youngmi, the incumbent Director of Administration and Safety, retained her position, while Ko Geumsuk and Kim Sunju, both promoted in the second half of the year, were appointed to the key posts of Director of Planning and Finance and Director of Future Environment, respectively.


This is being recognized as another bold, merit-based personnel decision following the announcement of promotion candidates in the second half of last year. Previously, Dobong District had appointed women to both available Grade 4 promotion slots and to six out of eight Grade 5 promotion slots.


As a result, the proportion of female Grade 4 director-level executives in Dobong District has risen significantly from 12.5% to 37.5%, while the proportion of female Grade 5 manager-level officials has increased from 43.75% to 51.56%. With these appointments, female leadership is expected to play a pivotal role in steering Dobong District’s administration and overseeing the core projects of the eighth popularly elected administration.


Oh Eonseok, Mayor of Dobong District, stated, “These appointments were made based on principles of merit and performance, and the capabilities that female public officials have steadily developed have led them to these key director-level positions. During the remainder of the eighth popularly elected administration, I will work together with them to create a ‘Dobong of shared change and happiness.’”
