"Rationalizing Regulations... Breaking Down Barriers with the Private Sector"
To Staff: "Acquire Expertise in Advanced Technologies"
Ryu Jemyung, Vice Minister of Science and ICT, stated on the 30th, "We will expand the supply of GPUs (graphics processing units), which are the core of the 'AI highway,' and further support the development and demonstration of domestically produced NPUs (neural processing units) dedicated to AI."
In his inauguration speech on this day, Vice Minister Ryu said, "We will build a world-class, robust AI infrastructure centered on AI computing, data, and talent. The government will serve as a catalyst for private investment, ushering in an era of 100 trillion won in AI investment and fostering innovative companies."
He also emphasized, "We will rationalize AI-related regulations so that companies do not face setbacks in technology development due to unnecessary regulations," adding, "We will promote the 'AI for Everyone' project, which will enable all citizens to use AI easily and without burden in their daily lives."
He further expressed his intention to position the Ministry of Science and ICT as the dedicated government body for AI, and to fully apply AI in the broadcasting and media sectors to support the global expansion of K-media and content.
To the ministry's staff, he requested the acquisition of expertise in advanced technologies. Vice Minister Ryu encouraged, "We must understand technology ahead of anyone else and grasp its potential to establish sound policies. We must become an organization that studies and learns continuously."
He went on to say, "It is necessary to reflect on whose needs the policies are for, whether the policy recipients truly want these policies, and whether the policies are being properly implemented in the field as originally intended."
He stressed, "It is essential to break down barriers between ministries, agencies, and the private sector, and to create a collaborative culture based on platform administration that integrates diverse perspectives and experiences, thereby maximizing synergy across the entire government."
In conclusion, he stated that in order to achieve the government's goal of becoming one of the world's top three AI powers and to pursue innovative policies amid global technological competition, it is necessary to foster an organizational culture where ideas can be freely proposed and tested.
