Three Citizen Proposals Discussed, Including Expansion and Paving of Farm Road
Mayor Jeong Inhwa: "I Will Listen Carefully to Even the Smallest Voices"
Gwangyang City in South Jeolla Province announced on June 26 that it held the "June Gwangyang Impression Day" on June 25 in the City Hall meeting room, where Mayor Jeong Inhwa personally listened to citizens' grievances and worked together to find solutions.
This Impression Day was attended by two teams and nine citizens. Three suggestions were discussed in total: the expansion and paving of the farm road in Sangbong Village, Bonggang-myeon; a request for a direct contract for services under the "Act on the Honorable Treatment and Establishment of Organizations for Persons of Special Merit to the State"; and a proposal to amend the ordinance to expand benefits for persons of special merit to the state.

First, a resident of Sangbong Village in Bonggang-myeon requested the expansion and paving of the farm road, stating, "The farm road is narrow and steep, causing significant inconvenience for vehicle traffic." In response, Mayor Jeong said, "I deeply empathize with these inconveniences, and after visiting the site, I will comprehensively review the urgency of the project and the financial conditions before proceeding."
Next, the Gwangyang Branch of the Korea Special Mission Merit Association requested a direct contract for services under the "Act on the Honorable Treatment and Establishment of Organizations for Persons of Special Merit to the State," aiming to enhance the welfare and rights of those who have served the nation through special missions.
In response, Mayor Jeong stated, "For service contracts in specific fields requested by the association, it is necessary to review the existing procedures. I will provide an answer after in-depth discussions with the relevant departments."
Finally, a proposal was discussed to amend the ordinance so that the organization's legal status would be separately specified as a subject for fee reductions in the ordinance related to the operation of municipal facilities, in order to expand benefits for persons of special merit to the state.
Mayor Jeong explained, "If the ordinance related to the operation of municipal facilities already provides the same benefits to all national merit recipients by broadly defining the eligible groups, listing each organization individually would have little practical effect. However, if the ordinance lists each veterans' organization and the Special Mission Merit Association is excluded, I will consider amending the ordinance to include it in the same manner."
Regarding resident welfare policies, he added, "The city is actively promoting practical and diverse veterans' policies for national merit recipients, such as veterans' honor allowances and medical allowances. We will continue to prioritize veterans and their organizations in our welfare policies, as we have done so far."
Mayor Jeong emphasized, "I am sincerely listening to the voices of citizens. I will never take even the smallest concerns lightly and will do my utmost to find solutions."
Meanwhile, "Gwangyang Impression Day" is a communication platform where citizens can meet the mayor to freely share suggestions and grievances about municipal administration and discuss solutions together. It is held during the last week of every month to expand citizens' opportunities to participate in city governance.
