Andong City, Gyeongbuk, Accelerates the Implementation of Promises for the 8th Term of Elected Government.
On June 23, the city held a "Progress Report Meeting on the Implementation of the 8th Term Mayor's Promises" at the Communication Room of Ungbugwan, presided over by Mayor Kwon Kichang. During the meeting, they focused on discussing concrete action plans for fulfilling the promises.
At the meeting, among the total of 109 promises, discussions and strategic reviews centered on 29 key tasks out of the 33 that have not yet been completed, with particular attention given to those requiring urgent momentum.
The main issues discussed included attracting a public medical school and establishing a university hospital, easing regulations on the Andong Dam Natural Environment Conservation Area, and creating a floating performance hall on Andong Lake. These are all matters directly linked to the region's mid-to-long-term growth foundation.
However, these projects share common challenges such as difficulties in securing budgets, delays in consultations with the central government and related agencies, and limitations posed by legal and institutional procedures, which have slowed their progress.
Department heads who attended the meeting shared the factors causing project delays and collaborated to devise effective alternatives.
In particular, they discussed a variety of response strategies, including forming strategic alliances with related agencies, allocating budgets in phases to distribute financial burdens, and requesting legislative support for institutional improvements. Based on these outcomes, the city plans to further enhance feasibility through follow-up research studies and expert consultations.
Mayor Kwon Kichang emphasized, "Promises are not just plans, but commitments based on trust with citizens," adding, "The very reason for administration's existence is in execution. We must bring about changes that citizens can truly feel."
Meanwhile, Andong City was awarded the highest SA grade for three consecutive years in the "National Evaluation of Promise Implementation and Information Disclosure by Heads of Basic Local Governments," organized by the Korea Manifesto Implementation Headquarters. This achievement is recognized as the nation's top-level performance in terms of both execution and transparency of promises.
