Guri City in Gyeonggi Province (Mayor: Baek Kyunghyeon) announced on June 24 that it began work on June 20 to establish the 2040 Guri City Master Plan.
The city master plan is a statutory plan based on Article 18 of the National Land Planning and Utilization Act. It is a long-term plan that presents the city's vision and direction for the next 20 years and serves as the fundamental spatial plan for land use, development, and conservation.
The 2040 Guri City Master Plan will be developed to align with the target year of 2040, which is set by higher-level plans such as the 5th Comprehensive National Territorial Plan, the 2040 Metropolitan Area Urban Plan, the 4th Metropolitan Area Readjustment Plan, and the Gyeonggi-do Comprehensive Plan. This new plan aims to review the city's future vision, population plan, and spatial structure of the previously approved 2035 Guri City Master Plan from December 2021, reflecting large-scale development projects.
Guri City will form and operate a Citizen Planning Group of approximately 50 members in September, considering region, gender, and sector, to ensure citizens take the lead and participate directly in the planning process from the early stages. The Citizen Planning Group will provide proposals and advice to establish the city's future vision, plan objectives, and implementation strategies.
Through the operation of the Citizen Planning Group in the second half of the year, Guri City plans to draft the master plan, hold a public hearing and gather opinions from the Guri City Council in the first half of 2026, and then apply for approval of the master plan from Gyeonggi Province, aiming to finalize the plan by December 2026.
Baek Kyunghyeon, Mayor of Guri City, stated, "The city master plan presents the vision and indicators for the city's development, serving as the foundation for policy implementation and the establishment of various plans. We will gather opinions from citizens from all walks of life to faithfully develop the plan and make a leap forward as a smart future city."
