Gimcheon City in Gyeongbuk Province (Mayor Bae Nakho) held a personnel committee meeting on June 20, 2025, to discuss the regular personnel appointments for the second half of the year and approved promotions for a total of 75 employees.

This round of appointments is being regarded as the first step in organizational reform aimed at realizing one of Mayor Bae's key pledges for his eighth term: building a more competitive public service sector.


The most notable feature of this round of promotions is the significant expansion of advancement opportunities for lower-ranking civil servants. In order to resolve promotion bottlenecks and strengthen the internal rotation system, Gimcheon City revised relevant personnel regulations and offered broader promotion opportunities to employees who met certain requirements.


The city expects these measures to not only boost morale among civil servants but also enhance the dynamism and creativity within the organization. In particular, this round of appointments was guided by core principles of fairness and transparency, including balanced allocation across job series, talent identification based on job performance, and stricter eligibility reviews for promotion.


Bae Nakho, Mayor of Gimcheon, stated, "This round of appointments is not just a simple personnel arrangement, but an important process of organizational redesign that will shape the future of Gimcheon City's administration." He added, "We will establish a fair and predictable personnel system so that every civil servant can work with passion and contribute to a vibrant administrative culture."


He further emphasized, "By opening the door to promotion for lower-ranking civil servants, we aim to boost morale throughout the public sector and ensure these changes and achievements are felt by our citizens."


Starting with these promotions, Gimcheon City plans to pursue innovation across employee welfare and the overall organizational culture. Through these efforts, the city reaffirmed its commitment to building trusted, citizen-centered administration and accelerating structural improvements throughout the public sector.
