Gyeonggi Province to Simplify Issuance of Special Transportation Medical Certificates at Gyeonggi Medical Center

Gyeonggi Province, Gyeonggi Transportation Corporation, and Gyeonggi Medical Center Sign Business Agreement to Streamline Temporary Wheelchair User Medical Certificates for Special Transportation

Gyeonggi Province, Gyeonggi Transportation Corporation, and Gyeonggi Medical Center signed a business agreement (MOU) on the 20th to streamline the issuance of temporary wheelchair user medical certificates for special transportation in Gyeonggi Province.

A temporary wheelchair user refers to someone who must use a wheelchair for a certain period because walking is difficult or impossible due to an accident, illness, or surgery. In order to use special transportation services such as call taxis for people with disabilities, these individuals must submit a medical certificate issued by a general hospital or higher-level medical institution. However, users who have been treated at regular hospitals have faced difficulties because they need to visit a general hospital and undergo additional tests to obtain the required certificate. As a result, there have been ongoing complaints about the inconvenience this causes users.


To reduce these inconveniences, Gyeonggi Province, Gyeonggi Transportation Corporation, and Gyeonggi Medical Center signed a business agreement to allow temporary wheelchair users of special transportation to receive medical certificates at any of the six Gyeonggi Medical Center hospitals in the province, based on previous medical records and at the discretion of the relevant medical specialist. The agreement also includes provisions for conducting any necessary tests required for issuing the certificate if needed.


Park Noguk, Director of the Gyeonggi Province Transportation Bureau, stated, "We expect this agreement will significantly improve the convenience of special transportation services for temporary wheelchair users. Gyeonggi Province will continue to do its utmost to enhance mobility rights for transportation-vulnerable individuals."


Min Kyungseon, President of Gyeonggi Transportation Corporation, also said, "This agreement is an important first step that goes beyond simply providing transportation convenience. It will bring about real change by improving the quality of life for transportation-vulnerable individuals and fostering connections within the local community. Gyeonggi Transportation Corporation will continue to work toward creating an environment where basic mobility rights are guaranteed for all transportation-vulnerable people."


Lee Pilsu, President of Gyeonggi Medical Center, stated, "Gyeonggi Medical Center has continuously strived to ensure that all residents of the province can receive high-quality medical services without discrimination. This agreement is aimed at providing more convenient transportation access for those who temporarily use wheelchairs. We will continue to work closely with Gyeonggi Province so that transportation welfare and public healthcare centered on residents can advance together."


As of June, Gyeonggi Province has 39,367 individuals with severe mobility disabilities and 9,607 temporary wheelchair users registered as special transportation users. As of the end of May 2025, there were 18,916 instances of special transportation use by temporary wheelchair users, accounting for approximately 12.9% of the total 145,933 uses.
