Promotion for Civil Servant Who Led Innovative Resource Circulation Policies

Gwangmyeong City in Gyeonggi Province has decided on a special promotion for a civil servant who increased waste recycling rates and achieved cost savings through proactive administration.


On the 19th, Gwangmyeong City held a personnel committee meeting and announced on the 20th that it had carried out a special promotion for Lee Hyunwoo, an administrative officer who was the first in the country to successively implement a specialized sorting project for large household waste and a free collection service for discarded home appliances tailored to different residential types. Lee was promoted from grade 7 to grade 6, a team leader position.

Lee Hyunwoo was recognized for his achievements in introducing a series of innovative resource circulation policies, receiving the Minister of Environment Award and the Minister of the Interior and Safety Award last year, and the Geunjeong Medal this year.


Through the specialized sorting project for large household waste, Lee raised the city's recycling rate for such waste from 41.24% in 2023 to 77.16% last year. This project enabled the city to reduce annual processing costs by 220 million won and to generate additional non-tax revenue by receiving 22 million won in lease fees from recycling companies as a condition for granting paid use of public property.


Last year, Lee also introduced the nation’s first free collection service for discarded home appliances tailored to different residential types, which improved both the convenience of disposal and the recycling rate of home appliances. In particular, by establishing a free collection system, he reduced the fee burden on citizens.


Park Seungwon, the mayor of Gwangmyeong City, said, "I hope this special promotion not only serves as a fair reward for proactive administration but also becomes an opportunity to spread an active and creative administrative culture throughout the public sector."


Meanwhile, at the personnel committee meeting on the same day, Gwangmyeong City selected two out of three new grade 4 promotees from the science and technology field. The city explained that this measure was taken in response to the development of the Gwangmyeong-Siheung New Town, the establishment of the Gwangmyeong-Siheung Technovalley, and the acceleration of large-scale urban development and advanced technology-based projects such as redevelopment and reconstruction.
