"Policy to Be Reflected in July Tax Reform...
Decision-Making Process to Be Accelerated"
The National Planning Committee, which will outline the policy direction of the Lee Jaemyung administration, plans to establish a total of six task forces (TFs). Initially, the committee was set to launch with five TFs, but it has decided to merge the national administration plan TF and the fiscal plan TF, while newly creating two TFs: one for "participatory democracy" and another for "regulatory reform."
Cho Seungrae, spokesperson for the National Planning Committee, announced this during a briefing held at the Government Sejong Convention Center on the afternoon of the 18th, stating, "We have decided to integrate the five-year national administration plan TF and the fiscal plan TF."
Spokesperson Cho explained, "There were two key points of discussion in forming these TFs." One is the participatory democracy TF, which aims to promote citizen involvement in politics and administration. The other is the regulatory reform TF, which will be responsible for regulatory reform. These two TFs are expected to play a significant role in concretizing the Lee Jaemyung administration's regulatory philosophy and policy direction.
As a result of these adjustments, the National Planning Committee's TFs will be organized into six areas: ▲National Vision ▲Government Organization Reform ▲Five-Year National Administration Plan ▲Taxation and Fiscal Affairs ▲Participatory Democracy ▲Regulatory Reform. The National Vision TF will be led by Kim Hoki, an emeritus professor at Yonsei University, with participation from An Byungjin (Kyung Hee University professor), Heo Euna (former leader of the Reform Party), and others.

The leader of the Five-Year National Administration Plan TF has not yet been determined, and detailed discussions regarding the newly established TFs are still underway.
The committee also plans to expedite policy decision-making. This is because the Ministry of Economy and Finance finalizes its tax reform draft in early to mid-July each year and officially announces it at the end of the same month. Spokesperson Cho stated, "The National Fiscal Strategy Meeting is scheduled to be held around July 20, and the tax reform plan will also be finalized around the end of July," adding, "We intend to reflect as many government policy tasks as possible in these plans, so we will also accelerate the decision-making process."
Meanwhile, through the Ministry of Economy and Finance's work report earlier in the day, the committee shared the serious economic situation, including negative growth in the first quarter, a projected annual growth rate in the 0% range for this year, worsening livelihoods, and a tax revenue shortfall. Spokesperson Cho also explained that discussions included a 100 trillion won investment plan and tax support measures to secure new growth engines such as artificial intelligence (AI) and semiconductors.
The National Planning Committee will receive work reports from various ministries over three days from June 18 to 20, after which it will establish the new administration's national vision, government organization reform, and national administration plan. On the first day in the morning, work reports from six ministries were completed by seven subcommittees: the Office for Government Policy Coordination, Ministry of Economy and Finance, Ministry of Science and ICT, Ministry of Gender Equality and Family, Ministry of Education, and Ministry of the Interior and Safety. On June 19, the Financial Services Commission and Korea Customs Service (Economic Subcommittee 1), as well as the Ministry of Trade, Industry and Energy, Ministry of Agriculture, Food and Rural Affairs, and Korea Forest Service (Economic Subcommittee 2), will present their reports. On June 20, the Fair Trade Commission (Economic Subcommittee 1), Ministry of Land, Infrastructure and Transport, Ministry of Oceans and Fisheries (Economic Subcommittee 2), and Korea Communications Commission (Social Subcommittee 2) will deliver their work reports.
