Proactive Response to the "Integrated Care Support Act"
Set to Take Effect in March Next Year
The "Ordinance on the Full Amendment of the Ordinance on Integrated Community Care in Gwangju Seo-gu," proposed by Yoon Jungmin, a member of the Gwangju Seo-gu Council, passed the review of the Social and Urban Committee of the Seo-gu Council on June 17.
This amendment was promoted based on the "Standard Ordinance for the Establishment and Amendment of Integrated Care Support by Local Governments," which was provided by the Ministry of Health and Welfare to local governments nationwide. It serves as a proactive measure in preparation for the "Act on the Integrated Support for Local Care, Including Medical and Nursing Care" (abbreviated as the "Integrated Care Support Act"), which is scheduled to take effect on March 27 of next year.
The amendment changes the ordinance's name to the "Ordinance on Integrated Support for Local Care in Gwangju Seo-gu" and institutionalizes specific implementation systems for integrated care. These include: the establishment of practical operational systems such as integrated support meetings, individualized support plans, and dedicated organizations; clarification of health management and support systems, including the provision of integrated support for care recipients; the establishment and operation of integrated support institutions; and the introduction of regulations for the protection of personal information and rewards.
Yoon stated, "The core of this ordinance is to ensure that any Seo-gu resident can continue a stable life in their community, even if they face difficulties due to aging, illness, accidents, or disabilities." She added, "I hope that the public nature, integration, and sustainability of local care will be further strengthened in the future."
This ordinance is scheduled to be promulgated after being approved at the plenary session on June 25. After promulgation, the Seo-gu Office will be able to proceed with the necessary preparations to implement it in March of next year.
