Culture and Education Bureau to Be Split Into
Education and Sports Bureau and Culture and Tourism Bureau
Hwaseong City in Gyeonggi Province will establish a new 'Comprehensive Administrative Observer' to expand channels for communication with citizens.
According to Hwaseong City on June 18, the city has submitted a proposed amendment to the 'Ordinance on Administrative Organization and Staffing' to the city council. This amendment includes separating the Culture and Education Bureau and establishing new departments such as the Comprehensive Administrative Observer and the Education Support Division, in order to respond to the diverse administrative demands arising from population growth.
The amendment proposes splitting the existing Culture and Education Bureau into the 'Education and Sports Bureau' and the 'Culture and Tourism Bureau.' This is intended to proactively address the increasing demand in related fields following the launch of the special city status and to expand efficient infrastructure. If the organizational restructuring plan passes the city council, the city’s administrative structure will expand from three offices and nine bureaus to three offices and ten bureaus.
Notably, through this organizational restructuring, the city will introduce the 'Comprehensive Administrative Observer' to handle tasks such as improving citizens' daily inconveniences, diagnosing and preventing conflict-related civil complaints, gathering citizen feedback, managing the National Petition Portal, and processing complaints involving multiple parties. The Comprehensive Administrative Observer will consist of three teams: the 'Administrative Observation Team,' the 'Citizen Communication Team,' and the 'DowaDream Team.'
The amendment also includes renaming eight departments in line with changes in their duties. The Communication and Autonomy Division will become the Citizen Cooperation Division; the Administrative System Reform Task Force will become the Decentralization Division; the Parking and Freight Division will become the Parking and Logistics Division; the Environmental Policy Division will become the Climate and Environmental Policy Division; the Water Quality Management Division will become the Water Environment and Ecology Division; the Corporate Policy Division will become the Advanced Industry Division; the Social Economy Division will become the Basic Social Affairs Office; and the Lifelong Education Division will become the Lifelong Learning Division.
