Yoon Youngil's Ordinance Amendment Passed
Expected to Address Welfare Blind Spots for Over 430 Out-of-School Youth
Yoon Youngil, a member of the Gwangsan District Council in Gwangju (Democratic Party of Korea, representing Biadong, Singadong, and Sinchangdong), has proposed a revision to an ordinance aimed at strengthening support for the self-reliance of out-of-school youth.
According to the Gwangsan District Council on June 16, the "Partial Amendment to the Ordinance on Support for Out-of-School Youth in Gwangsan District," proposed by Councilor Yoon, passed the review of the Economic and Welfare Committee during the 297th regular session held that day.
The amendment stipulates that the district mayor may implement projects for out-of-school youth, including health promotion, meal support, securing dedicated spaces, and improving support center facilities. It also specifies concrete responsibilities such as holding growth report meetings and establishing support plans.
The key aspect of the amendment is the introduction of provisions that allow for direct financial support, such as allowances for obtaining certifications, self-reliance support grants, and fees for using study-dedicated spaces.
As of 2024, there are approximately 430 out-of-school youth in Gwangsan District. These individuals have been excluded from support in various fields such as education, culture, and welfare, simply because they are outside the formal system.
Councilor Yoon stated, "Support for out-of-school youth has been insufficient simply because they are outside the formal system," and added, "I hope this amendment will establish a practical foundation to help these young people achieve self-reliance and growth."
