Ordinance to Be Submitted to Plenary Session
Urgent Need for Recycling Discarded Banners

The Gyeongbuk Provincial Council's Education Committee announced on June 16 that the "Ordinance on the Use of Eco-Friendly Banners and Promotion of the Recycling of Discarded Banners by the Gyeongsangbuk-do Office of Education," proposed by Councilor Park Seungjik (People Power Party, Gyeongju 4), has passed the standing committee's review.


Recently, environmental pollution caused by the incineration of household waste has become a matter of social concern, leading to the use of eco-friendly materials and resource recycling becoming a social trend. Accordingly, educational institutions are now being called upon to participate in and play a practical role in achieving carbon neutrality and environmental conservation.

This ordinance was proposed to establish an institutional foundation to reduce the negative environmental impact of banners that are discarded after a single use, and to contribute to the realization of carbon neutrality by encouraging the use of eco-friendly banner materials and establishing a resource circulation system.


In particular, the ordinance aims to enable the Gyeongbuk Office of Education, its headquarters, affiliated institutions, and all schools to systematically promote the use of eco-friendly banners and the recycling of discarded banners. It also seeks to link these efforts with educational activities, thereby contributing to the realization of sustainable environmental education.


The ordinance includes definitions of eco-friendly banners, the responsibilities of the superintendent of education, the implementation and cooperation required for recycling projects for discarded banners, recommendations for the purchase of recycled products, and financial support for related organizations within the budget.


Park Seungjik, who proposed the ordinance, stated, "Most banners used by educational institutions are discarded after events, causing environmental pollution and wasting budget resources. Through this ordinance, I hope that the use of eco-friendly banners will be institutionalized and the recycling of discarded banners will be promoted, so that resource circulation and the practice of carbon neutrality will naturally take place at schools."


This ordinance is scheduled to be submitted to the plenary session for processing on June 24.
