Goyang City and Paju City in Gyeonggi Province have issued a warning to local businesses to exercise particular caution following attempted fraud incidents in which individuals impersonated administrative support staff and civil servants from city hall to induce the delivery of goods.


According to Goyang City and Paju City on June 13, there have recently been a series of incidents where unidentified individuals impersonated civil servants and contacted businesses by phone, demanding proxy purchases and delivery of goods.

The impersonators were found to have sent forged official documents and business cards, stamped with counterfeit seals, to business owners' mobile phones, urging them to deliver goods. Fortunately, the businesses became suspicious of the official documents and business cards, which listed only personal mobile phone numbers rather than official administrative phone numbers, and directly confirmed the facts with the relevant departments, thereby preventing any damage.


Upon confirming that the documents and business cards in question were forgeries, the city requested a police investigation.


Similar incidents have also occurred recently in neighboring Paju City. The city reported that unidentified individuals had forged official documents for goods purchases and requested local businesses to supply goods using this method.


The fraud was uncovered when a supplier, sensing something suspicious, called city hall to verify the request, revealing the scam. As a result, no actual financial loss occurred. The city determined that this incident constitutes a serious crime that could severely damage public trust in administrative agencies. To prevent further harm, the city requested an investigation from the Paju Police Station.


A city official urged anyone receiving suspicious contacts to always verify the facts by calling the administrative department phone numbers listed on the city's official website. The official also emphasized that "Goyang City will never request goods delivery or payment to a personal account via a private mobile phone under any circumstances."
