Messages and Letters Can Also Be Sent to the President via Email
The Presidential Office announced on June 10 that "the Lee Jaemyung administration will launch the 'Real Worker Search Project' for one week starting today." This means that the "People’s Recommendation System" for senior public officials, designed to more actively reflect the voices of citizens in the appointment process, will be fully implemented on the seventh day of President Lee Jaemyung’s term.
Kang Yujeong, spokesperson for the Presidential Office, stated during a briefing held at the Yongsan Presidential Office that "we are implementing a personnel recommendation system that substantively supports the philosophy of a people-sovereignty government." She added, "We will actively utilize the collective intelligence of the people to discover true talents who will work for the nation."
The recommendation targets include vice ministers and ministers appointed by the President, as well as heads of public institutions. To participate, citizens can leave a recommendation on the People’s Recommendation System website operated by the Ministry of Personnel Management, or send a message or letter to President Lee via email. Information on recommended candidates submitted through the website will be compiled into a database, and these candidates will sequentially undergo personnel verification and public scrutiny by the Office of Public Service Discipline before being finally appointed by the President. Spokesperson Kang stated, "We will actively implement a recommendation system for true talents who serve the people through a transparent and fair personnel system, thereby opening the door to a people-sovereignty government."
The People’s Recommendation System aims to enhance transparency in appointments and realize participatory democracy by allowing citizens to directly recommend candidates for public office. The success of this system is expected to become an important benchmark for evaluating President Lee’s political achievements going forward. Since the presidential campaign, President Lee has repeatedly emphasized the vision of "a nation where the people are the true owners" and has expressed his intention to expand elements of direct democracy. At a recent Cabinet meeting early in his term, President Lee also instructed the swift implementation of the People’s Recommendation System, stating, "Personnel appointments must reflect the will of the people as much as possible."
Meanwhile, President Lee posted on Facebook on the same day, saying, "Together with the people, we are opening the door to a people-sovereignty government," and urged, "Now, I ask the citizens to choose the real workers who will lead the Republic of Korea." He added, "I hope you will provide opportunities for the many hidden talents who have quietly dedicated themselves in various fields, and for competent individuals ready to work for the people, so that they can demonstrate new leadership."
President Lee further stated, "The People’s Recommendation System will be a meaningful first step, not just in changing the personnel process, but in making the people the true subjects of state governance and allowing them to exercise real initiative." He added, "We will disclose every step of the process transparently and conduct fair verification, so that true talents who meet the expectations of the people can be selected, and we will do our utmost to achieve this."
