Suwon City in Gyeonggi Province has been selected as the top basic local government in the '2025 Comprehensive Evaluation of Proactive Administration by Local Governments' organized by the Ministry of the Interior and Safety, earning the Presidential Award. With this, Suwon City has been ranked first for three consecutive years. It has also become the only local government to receive the Presidential Award for two consecutive years.
Suwon City submitted the Saebit Care policy as a representative example of proactive administration. Suwon Saebit Care is a 'Suwon-style integrated care project' in which the village community takes the lead in identifying neighbors in need of care and filling care gaps. The program received high marks because any citizen can receive care services.
Nam Sang-eun, head of the Innovation Civil Affairs Division, was selected as an outstanding performer in the Proactive Administration Merit Awards. Appointed as the head of the department when the Saebit Civil Affairs Office began operations in April 2023, he contributed to establishing a one-stop solution system for complex and chronic civil complaints, centered around veteran public officials.
Veteran team leaders with more than 20 years of experience, assigned to the Saebit Civil Affairs Office, have been smoothly resolving complex and chronic civil complaints that previously seemed difficult to solve, earning continued praise from citizens. The 'ping-pong complaints' issue?where complaints were passed between departments, which was the biggest source of dissatisfaction among complainants?has also disappeared.
A Suwon City official stated, "We are pleased that Saebit Care and the Saebit Civil Affairs Office, which are core initiatives of Suwon City's 8th popularly elected administration, as well as our veteran public officials, have all been recognized for their achievements in proactive administration. We will continue to work harder to establish a culture of proactive administration so that citizens can feel the changes in the public sector."
Meanwhile, the Ministry of the Interior and Safety annually reviews the performance of central and local administrative agencies and their staff in promoting proactive administration, and selects and rewards outstanding organizations and employees in order to spread and establish a culture of proactive administration within the public sector.
