Sequential Implementation from Special Maintenance Plans for Leading Districts to Final Occupancy in 2040
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on June 5 that it has established the “2035 Goyang Old Planned City Maintenance Master Plan (Ilsan New Town)” in accordance with the “Special Act on the Maintenance and Support of Old Planned Cities” and the Ministry of Land, Infrastructure and Transport’s Basic Guidelines for the Maintenance of Old Planned Cities, and has officially announced it after receiving approval from Gyeonggi Province.
The Old Planned City Maintenance Master Plan serves as a blueprint that presents population and housing plans, infrastructure and self-sufficiency plans, and other measures that take into account changes in urban conditions, with the aim of improving urban functions and residential environments through large-scale and systematic redevelopment.
The Ilsan New Town Maintenance Master Plan specifically outlines the overall direction and strategies for the redevelopment project, including: the basic direction for maintenance; plans for infrastructure, transportation, industrial economy activation, and building density; relocation measures and real estate price stabilization plans; low-carbon and green city transition plans; and step-by-step implementation plans.
In particular, to maintain Ilsan’s key strength of a pleasant residential environment, the plan includes: a park restructuring strategy that maximizes the use of existing abundant urban parks and green spaces; transportation improvement measures connecting GTX-A stations (Kintex and Daegok) to address increased demand for transportation and parking resulting from the redevelopment; plans to create parking lots using underground and surrounding areas of public facilities (such as parks and schools); and measures to secure self-sufficiency.
According to the phased implementation of the master plan, the project will proceed sequentially, starting with the establishment of a special maintenance plan for leading districts in 2025 and continuing through to final occupancy in 2040.
Starting in 2026, Goyang Special City is considering designating districts and making decisions on special maintenance plans through resident-initiated proposals, and is currently in discussions with the Ministry of Land, Infrastructure and Transport regarding this process.
