In this evaluation, Seo-gu received high marks for revitalizing the operation of the Proactive Administration Committee and for strengthening the protection and incentives for public officials, thereby establishing a proactive administrative culture throughout the public sector.
In particular, the "Family Care Youth Support Policy," which Seo-gu proactively implemented, was recognized for its effectiveness and innovation, achieving the remarkable result of ranking second among 69 autonomous districts nationwide.
In response to the growing social interest in family care youth following the 2021 Daegu youth caregiver incident, Seo-gu became the first in the country to enact the "Ordinance on Support for Family Care Adolescents and Youth." The district conducted a fact-finding survey and in-depth interviews with over 6,000 local youth. As a result, 40 individuals with confirmed family care responsibilities were identified and are being provided with a monthly allowance of 250,000 won, totaling 3 million won per year.
To promote a culture of sharing for family care youth together with residents, Seo-gu held the "Oitgill Walking Event," a 5.2 km charity walk along the Gwangjucheon Stream, collecting a participation fee of 5,000 won. In addition, donations from "Seo-gu Honors," a group of major donors, were delivered to expand a community-centered culture of sharing that brings hope to family care youth.
District Mayor Kim Ikang stated, "This award is a valuable achievement created by the efforts and dedication of public officials who actively worked in the field with a strong will to solve problems," and added, "We will continue to listen to the voices of residents in their daily lives and further spread the culture of proactive administration."
