Park Changhwan, Deputy Governor for Economic Affairs of South Jeolla Province, held a farewell ceremony on May 30, attended by his family and provincial government employees, marking the end of his three years and five months in office.
Deputy Governor Park is a fiscal policy expert who began his public service career after passing the 41st Civil Service Examination. He has served in various key roles, including Head of Policy Situation Team at the Ministry of Economy and Finance, Financial Counselor at the Embassy of the Republic of Korea in the United States, Director of Welfare Budget Division, Director of Budget Policy Division, and Director of Budget Coordination Division at the Ministry of Economy and Finance.
Originally from Gwangyang, Park was appointed as the Political Deputy Governor of South Jeolla Province on January 3, 2022, at the request of Governor Kim Yungrok, just before the launch of the 8th popularly elected administration. He subsequently led the province's core fiscal and economic policies as Deputy Governor for Economic Affairs.
Drawing on his experience as a veteran of the Ministry of Economy and Finance, Deputy Governor Park played a key role in securing national funds for major regional issues, including the Mokpo Station renovation project, immediately after taking office. His efforts helped South Jeolla Province's national budget allocation exceed 9 trillion won annually.
Guided by his philosophy that "reflecting the voices of businesses and residents in policy is the foundation of administration," Park took the lead in addressing difficult challenges such as easing investment regulations for POSCO's Donghoan project, making tangible progress toward establishing a national medical school, and expanding regional financial funds to boost venture investment.
In particular, he achieved substantial results by leading the successful preliminary feasibility assessments for major projects aimed at driving South Jeolla's future growth, including the creation of the National Subtropical Arboretum, development of the Energy National Industrial Complex, construction of Yeosu Gukdong Port, construction of the Wando-Gangjin Expressway, and the fourth-stage expansion of industrial water supply in Gwangyang.
In his farewell address, Park said, "Of all the choices I have made, the three years and five months I spent with South Jeolla Province have been the brightest in my life," and added, "I will do my utmost to honor the name of South Jeolla Province wherever I go, so as not to be ashamed of the warm support and encouragement I have received from my colleagues at the provincial office."
